Music volume at too many venues makes life miserable for the patrons

Why do so many hospitality venues broadcast music at such volumes that it is impossible to conduct a normal conversation without shouting?. I suspect that it's too often only the staff who want it so loud, and not the patrons.. Have music by all means, but make it pleasantly quiet in the background, not dominating the whole joint..
